In December 2020, a panel of nineteen medical and engineering experts assembled by the National Academies of Sciences, Engineering, and Medicine quietly published a report. The report concluded that a specific category of weapon, capable of causing permanent neurological injury through walls and at distance, was the most plausible explanation for symptoms reported by U.S. diplomats in Havana, Beijing, and Moscow.

The weapon leaves no visible marks at the scene. It produces no traditional forensic evidence. The injuries it causes mimic chronic concussion or traumatic brain injury, but without any of the physical mechanisms that normally produce those injuries.

The report didn't speculate. It named the mechanism: directed, pulsed radiofrequency energy.

The U.S. government already knew. The Soviets already knew. The technology has been studied in open scientific literature for over half a century. And the National Academies of Sciences just put it in a peer-reviewed federal document.

Today I want to walk you through what the 2020 report actually said, why the directed energy weapon question was settled by mainstream science years ago, the 1.8 megawatt transmitter operating in Maine since the 1960s in the exact frequency range your brain uses, and why Frequency Cage, Book Three of the 20-volume Black Vault Series, is built around the architecture you're about to read about.

What the 2020 National Academies Report Actually Concluded

The foundation of this entire investigation is one document. Let me put it on the table first.

In late 2020, the National Academies of Sciences, Engineering, and Medicine released a 67-page report commissioned by the U.S. State Department, evaluating cases of "anomalous health incidents" affecting State Department personnel and their families at overseas embassies.

The committee was a panel of nineteen experts in medicine, neuroscience, neurology, and engineering. They reviewed classified medical data on roughly 40 confirmed cases.

What they concluded:

  • The most plausible mechanism was "directed, pulsed radiofrequency (RF) energy" producing measurable neurological injury

  • The acute symptoms were unprecedented in the medical literature, meaning nothing previously documented matched what these patients reported

  • The chronic symptoms were consistent with traumatic brain injury, but without any of the conventional mechanisms (no impacts, no chemical exposure, no infectious cause)

  • Both Western and Soviet open scientific literature going back over half a century supported the plausibility of this exact mechanism

  • The energy could pass through walls, the source could be concealed, the equipment had moderate power requirements, and operational sources of radio frequency energy capable of producing the required stimulus were already known to exist

The 2024 follow-up by the Intelligence Community Experts Panel on Anomalous Health Incidents, declassified in March 2023, reaffirmed the National Academies finding and added that the technology required was "commercial off-the-shelf" and "easily portable and concealable."

I want you to read the next sentence twice.

The federal government has officially acknowledged, in peer-reviewed reports backed by the National Academies of Sciences and the U.S. intelligence community, that a weapon exists which can pass through walls, cause permanent brain injury, and leave no forensic evidence at the scene.

That is the documented baseline. Nothing in the rest of this post requires anything more than what is already in the public record.

The Quote That Doesn't Get Enough Attention

Here is the line from the National Academies report I keep coming back to.

"The mere consideration of such a scenario raises grave concerns about a world with disinhibited malevolent actors and new tools for causing harm to others."

A panel of federal scientists, given access to classified medical records, used the phrase "grave concerns" in a peer-reviewed document. They didn't say theoretical concerns. They didn't say speculative concerns. They said grave.

When federal scientists write that language into an official record, they are not being dramatic. They are signaling, in the careful institutional voice that bureaucracies use, that they have reviewed the evidence and the implications are serious.

The implications are the rest of this post.

The Bioelectric Body You Didn't Know You Had

To understand why a directed RF weapon works, you need to understand what your body actually is from an electromagnetic perspective. Most people don't.

Your nervous system runs on electrical signals. Every thought, every heartbeat, every twitch of a muscle is the result of cells generating tiny electrical pulses called action potentials. These pulses are real, measurable, and they create electromagnetic fields that extend a small distance beyond your body.

Some specific frequencies the human body actually generates:

  • Brain alpha waves: 8 to 12 Hz (the frequency band associated with relaxed wakefulness)

  • Brain beta waves: 12 to 30 Hz (active thinking, focused attention)

  • Brain delta waves: 0.5 to 4 Hz (deep sleep)

  • Brain theta waves: 4 to 8 Hz (meditation, REM sleep, memory consolidation)

  • Heart electrical activity: measurable on an electrocardiogram, the same technology that's been in hospitals for over a century

  • Schumann resonance match: Earth's natural electromagnetic frequency at 7.83 Hz sits inside the same band as your brain's theta-alpha boundary

That last point is the one that matters most for the framework. The Earth's electromagnetic heartbeat and your brain's relaxation frequency are in the same band. Living systems on this planet evolved bathed in this signal. We are tuned to it the way a radio is tuned to a station.

Now consider that extremely low frequency (ELF) and very low frequency (VLF) electromagnetic fields in this same range have been demonstrated to influence human cognitive and neurological function in peer-reviewed research. The 2017 Iranian primate study found that 12 Hz ELF exposure increased visual working memory scores in rhesus macaques and elevated plasma melatonin levels. The hippocampal injury research showed ELF-EMF exposure measurably affected neurogenesis. This is documented science. The biological effects are real.

If 12 Hz exposure measurably changes primate brain function in published research, the question stops being "can ELF affect humans." That part is settled. The question becomes who controls the transmitters, what frequencies they're pumping out, and whether the schedules are random.

The 1.8 Megawatt Transmitter in Maine That Has Been Running Since the 1960s

This is where most readers stop, because the next claim sounds insane.

It's also published in the U.S. Navy's own technical record.

The VLF Transmitter Cutler, located near Cutler, Maine, is one of the most powerful radio transmitters ever built. It was constructed by the United States Navy in the 1960s and has operated continuously ever since. Its stated purpose is submarine communication. Very Low Frequency (VLF) signals, in the 3 to 30 kilohertz range, penetrate seawater to depths that higher frequencies cannot reach, making them the only reliable method of communicating with submarines at operational depth.

The Cutler transmitter generates an effective radiated power of approximately 1.8 megawatts, making it the most powerful transmitter in the Western hemisphere.

Now the part that took me a while to fully process.

VLF frequencies propagate through what's called the Earth-ionosphere waveguide, the electromagnetic cavity between the conducting surface of the Earth and the conducting lower boundary of the ionosphere. Within this waveguide, VLF signals propagate globally with minimal attenuation. A signal transmitted at Cutler, Maine, is detectable anywhere on Earth.

The human nervous system operates in the ELF and VLF frequency ranges. The Schumann resonance, the natural electromagnetic resonance of the Earth-ionosphere cavity, occurs at approximately 7.83 hertz and its harmonics, in the range that overlaps with human theta and alpha brainwave activity.

A transmitter operating in the VLF range, propagating globally through the Earth-ionosphere waveguide, is operating in the exact electromagnetic environment that the human nervous system is embedded in and is sensitive to.

I want to be precise here. The documented operational purpose of the Cutler transmitter is submarine communication. The documented physical consequence of a 1.8 megawatt VLF transmitter operating continuously since the 1960s, in the Earth-ionosphere waveguide, is a globally propagating signal in the frequency range that affects human neurological function.

The operational purpose and the physical consequence are not the same thing.

Both are real. Both are documented. The gap between them is what Frequency Cage maps in detail.

And Cutler isn't alone. The U.S. Navy operated Project Sanguine, later designated Project ELF, under Wisconsin and Michigan from 1989 to 2004. Buried antenna cables extending for hundreds of kilometers, generating 76 hertz signals continuously, twenty-four hours a day, seven days a week, for fifteen years, propagating globally through the same waveguide that Cutler uses. ELF frequencies in the 7 to 80 Hz range overlap with human brainwave frequencies across delta, theta, alpha, and beta. The system was decommissioned in 2004.

The infrastructure capable of generating ELF signals at population scale did not disappear when the Navy's submarine communication system was retired. The infrastructure changed forms. Frequency Cage documents what it changed into.

What the Framework I've Built Across the Series Actually Proposes

I want to be transparent about what's mine and what's not.

What's documented in mainstream sources:

  • The 2020 National Academies of Sciences report identifying directed pulsed RF energy as the most plausible cause of Havana Syndrome

  • The 2023 Intelligence Community Experts Panel confirming the technology is commercial off-the-shelf, portable, and concealable

  • The 1.8 megawatt VLF Transmitter Cutler operating in Maine since the 1960s

  • Project Sanguine / Project ELF transmitting continuously at 76 Hz from Wisconsin and Michigan from 1989 to 2004

  • The peer-reviewed primate research showing ELF affects cognitive function

  • The Schumann resonance match with human brain frequency bands

  • Patents US3951134 and US6011991 for remote brain wave monitoring and alteration, granted by the U.S. Patent and Trademark Office to defense contractors including Lockheed Martin

What's not in the mainstream record is the framework that connects all of this into a single architecture. That part is what I lay out in Frequency Cage.

The framework proposes that bioelectric signatures are catalogued at scale, that the catalog is operational not theoretical, that the suppression and modulation cycles running through smart meters, cell towers, power lines, and high-power transmitters are coordinated rather than incidental, and that what we call "mood" is a measurable system response to scheduled inputs. The book documents the geographic distribution of the major emitters, the published research on each frequency's known biological effects, and what your phone, your smart meter, and your wireless router are actually doing every minute of every day.

Whether you accept the framework or not, the components are documented. I want you to look at them in the same room and ask the same question I asked myself: if these systems weren't being used together, why do they all exist at the same time, in the same frequency bands, calibrated to the same biological responses?

Frequently Asked Questions

  • Did the National Academies of Sciences really confirm directed energy weapons?

Yes. The 2020 report, commissioned by the U.S. State Department and produced by a panel of nineteen experts, concluded that "directed, pulsed radiofrequency (RF) energy" was the "most plausible mechanism" for the symptoms reported by U.S. embassy personnel. The 2023 declassified Intelligence Community Experts Panel report reaffirmed this conclusion. Both documents are publicly accessible.

  • What is Havana Syndrome?

It's the colloquial term for a cluster of unexplained neurological symptoms reported by U.S. diplomats and intelligence officers beginning in Havana, Cuba in 2016, then spreading to Beijing, Moscow, Vienna, and other locations. Symptoms include sudden auditory phenomena, pressure in the head, dizziness, and persistent cognitive impairment. Roughly 40 confirmed cases formed the basis of the National Academies study.

  • Is Havana Syndrome real?

The medical evidence (changes in brain imaging, persistent neurological symptoms, biomarker abnormalities) is real and documented. The cause remains contested. Mainstream scientific consensus, as represented by the National Academies, identifies directed RF energy as the most plausible mechanism. Some agencies, including the JASON panel and elements of the intelligence community, have argued the data are too limited to be conclusive. Both positions are honestly held.

  • What is the 1.8 megawatt transmitter you're talking about?

The VLF Transmitter Cutler in Cutler, Maine. Built by the U.S. Navy in the 1960s for submarine communication. Operates continuously at approximately 1.8 megawatts in the very low frequency range (3-30 kHz). It is the most powerful transmitter in the Western hemisphere. Its signals propagate globally through the Earth-ionosphere waveguide, the same electromagnetic cavity that the human nervous system is embedded in.

  • Can ELF and VLF really affect the human brain?

Peer-reviewed research, including primate studies and human studies published in mainstream neuroscience journals, demonstrates measurable effects of ELF and VLF electromagnetic field exposure on neurogenesis, melatonin production, and cognitive function at specific frequencies. The biological mechanism is established. The relevant frequencies fall within the same range that Cutler and Project ELF transmitted in, and that the Earth's natural Schumann resonance occupies.

  • Are there really patents for remote brain wave monitoring?

Yes. Patent US3951134, granted in 1976, describes "apparatus and method for remotely monitoring and altering brain waves." Patent US6011991, granted in 1999 to Lockheed Martin Corporation, describes "a communication system using brain wave activity as a communication channel." Both patents are real and publicly searchable in the U.S. Patent and Trademark Office database.

  • Is this real or fiction?

It's investigative speculative nonfiction. The National Academies report, the Cutler transmitter, Project ELF, the peer-reviewed research, the patents, and the bioelectric measurements of the human body are all real and verifiable. The framework that connects these elements into a coordinated architecture is my contribution. Readers are encouraged to verify the sources themselves.

  • How does this connect to the rest of the Black Vault Series?

The directed energy and bioelectric tracking architecture is the central focus of Frequency Cage, Book Three of the 20-volume Black Vault Series. Beyond The Ice Wall (Book 1) maps the perimeter. Sealed Sky (Book 2) maps the dome. Frequency Cage maps the signal that runs through both. Soul Harvest (Book 4) and There Is No God (Book 5) extend the investigation. Books 7 through 20 are in development.

  • Where do I start if I'm new to the series?

Begin with Beyond The Ice Wall. The series is designed to be read in order. Each book builds the framework the next book operates inside.

What Comes Next

Here's where I land on this.

A federal panel of nineteen scientists, given access to classified medical data, concluded that a weapon capable of crossing walls and causing permanent brain injury without leaving forensic evidence is the most plausible explanation for documented attacks on U.S. diplomats. A 1.8 megawatt federal transmitter has been pumping signals into the same frequency band as your brain since the 1960s. Project ELF transmitted continuously at 76 hertz for fifteen years. Defense contractors hold patents for remote brain wave monitoring. Peer-reviewed primate research shows specific ELF frequencies measurably alter cognition.

I'm not asking you to take any of this on my word. I'm asking you to verify it yourself. The sources are linked. The reports are public. The frequencies are documented.

What I am telling you is that Frequency Cage takes these pieces and shows you the architecture they form when you stop looking at them in isolation and start looking at them together. The geographic distribution of the major emitters. The frequency-by-frequency mapping of biological effects. The scheduling patterns that show up when you log your sleep, your mood, and the local Schumann variance side by side. The deep-vault addendum that no civilian was supposed to see.

The system has counted on most people not knowing the components exist. The components are documented now. What you do with that information is your decision.

I hope you decide to look.

Frequency Cage, Book Three of the 20-volume Black Vault Series, is available now on Amazon. The first six books are out. Fourteen more are in development. The directed energy documentation is in chapters two through five. The Cutler transmitter and Project ELF infrastructure mapping is in chapters seven through eleven.
